has been approached by a Lieutenant-Commander Haslewood with reference to the conditions of child labour in Hong Kong. M.Thomas has consulted me privately on the matter. If the British Government were prepared to welcome his raising the matter in any way, he would be ready of course to do so, but otherwise he would not consider that he ought to do so on the demand of a private individual.
